We have all the information we need about new and reworked Gems in patch 3.10. This info gives a general idea of how skills will play out and if they have enough base damage, Crit Chance and more in order to be viable in our particular build.
A quick Breakdown
Both Blade Blast and Stormbind look very strong, with enough base damage and 6% base Crit Chance, which is a lot for Spells. Spellslinger can also be build-defining but sitting at .5sec cooldown might be a bit too much. Kinetic Bolt looks great on paper but we will need to play with the skill in order to have a real impression on it. Second Wind should be very good, especially for Blink Arrow, Dash and Flame Dash.
Animate Weapon looks insane on paper and we will have an Animate Weapon build guide coming soon. Both Artillery Ballista and Siege Ballista got some love with base damage increased further. Dash allows you to travel further than before and has less cooldown. Ethereal Knives, Blade Vortex and Bladefall now leave blades behind, which can be detonated via Blade Blast or animated via Animate Weapon. Precision at level 1 was used by pretty much all Crit-based characters but will no longer be the case since it will provide only 20% Crit Chance at level 1. Explosive Arrow now has a fuse limit of 20. Flame Dash got toned down a bit to match other travel skills. Frostblink and Lightning Warp both received decent improvements. Kinetic Blast and Power Siphon have more base damage now. Herald of Agony, Summon Carrion Golem and Summon Holy Relic got a slight nerf while Raise Spectre, Raise Zombie and Summon Skeletons got hit harder by the nerf hammer. Spirit Offering is no longer abusable. Feeding Frenzy Support no longer provides % More Damage Multiplier. Vaal Flameblast looks decent. Pyroclast Mine‘s single target potential has been lowered. Ballista Totem Support got buffed across the board.
