A few changes made to high budget.
Change 1: Jade Amulet changed to Citrine amulet
Change 2: Gloves now have dex, like all minion gloves do.
Change 3: Dropped one of the vicious bite notables for a strength affix. This provides over 100 flat strength, and combined with the Citrine amulet, covers the builds strength needs entirely.

Tuned down APS and Crit values on the wand in the higher budget.
