Ascendancy (Witch – Occultist)

Void Beacon

Void Beacon offers you a huge Cold Resistance Reduction, which is so much bigger than one would usually give it credit for! -20% Cold Resistance equates to about 13% of your overall total DPS, which is quite significant! Additionally, because you’re dealing Damage over Time, denying enemies the opportunity to regenerate any health is also a fairly sizeable buff to your Damage. Very solid first pick up for your build!

Frigid Wake

This is another incredible notable for your offenses, while offering a ton of utility! Frigid Wake adds 15% More Cold Damage, which is a pretty big boost to your damage while freeing up a Flask affix, as it makes you immune to Freeze. Additionally, as you’re going to Freeze / Chill all enemies in your vicinity, Frigid Wake basically is a 10% extra Damage Mitigation, as chilled Enemies will be dealing 10% reduced damage.

Vile Bastion

Vile Bastion sadly is less effective for this variant of Occultist as it is for a non-recharge-based one. Since you pick up Wicked Ward, the effect of the regeneration this offers is halved. However, this doesn’t mean its bad whatsoever. While mapping, this will still be getting you about 300 Energy Shield per second! The main reason why you want Vile Bastion is because you don’t want to get chain stunned, and stun immunity as a CI Caster is really really nice to have!

Malediction

Malediction allows you to apply a second curse to monsters, giving us the ability to apply both Frostbite and Elemental Weakness to lower monster resistance even more to scale our damage.

Bandits

There really only is one option here. You want to kill all (help Eramir) for Skill Points. Sure, getting some Resistances and Mana Regeneration from Alira isn’t terrible as a league starter, but capping resistances should be possible without it! Eramir just offers so much flexibility that it almost always is better than the others!

Pantheons

Major Gods

Soul of Lunaris is probably your best pick. No one has ever said no to some extra Physical Damage Reduction!

Minor Gods

I would recommend Soul of Abberath since dealing with Burning Ground is super annoying on CI builds otherwise (as your ES wont regen if you don’t not take damage for 2 seconds). If you are confident swapping around every time you roll a Burning Ground map / run a map with a ton of Burning Ground innately, I recommend using Garukhan in other situations. Honestly though, Garukhan isn’t big enough to make swapping worthwhile. I would pick Abberath and forget about Pantheons afterwards.

Upgrading your Pantheons

While upgrading your Pantheons never hurts you, it’s not that important for this character. If you have nothing else to do at some point, sure, why not, but it shouldn’t be something you focus on or spend a lot of time on.

Pantheon powers can be upgraded by using Divine Vessel Divine Vessel in the Map Device while you are activating the particular Map that contains the boss you need. Once you’ve killed the boss and captured his soul, you can consume the Divine Vessel Divine Vessel, which’ll show up filled in the map device, or deliver it to Sin in Oriath for extra dialogue relating to the game’s lore.
